Abstract

The study dealt with an important segment of the employees of the state who are the most common people and contact with citizens of all ages, races and nationalities, namely the traffic man, which is today the first axis in the organization of the movement of vehicles and people, which is no substitute, especially at intersections and squares in the important city of Baghdad and There are heavy traffic congestion and congestion especially peak times. The study showed that the rules and criteria according to which the volunteers are accepted by the General Traffic Directorate are classic conditions and criteria and are used for admission to the government departments in all its facilities, including the Ministry of the Interior, which is no more than papers and documents proving the identity of the volunteer. And then undergo a medical examination and physical fitness and once passed these tests is acceptable in the General Directorate of Traffic and then enter in a training course does not exceed (45 days) and then graduated an associate of this Directorate and begin to practice works. The field study conducted by the researcher proved that most of the members of the traffic men did not engage in training courses to develop their scientific abilities and raise their professional qualifications and training them to use modern technology since they were accepted until now. The study proved that the traffic man in Baghdad is still using the whistle Vehicles and manually, especially at intersections, which is the alternative to the signal for the disabled, despite the existence but not work at the time we see the acceleration of events and the development of technologies and the discovery of modern devices in all fields of life and global development that hit the sector Rour from reviewing the modern programs and the use of mechanisms and plans to avoid congestion and traffic jams, and rehabilitation of the traffic man through the inclusion of annual courses raise the capacity of scientific and professional through which to deal wisely with the situation he lives on a daily basis of the problems of work and develop appropriate solutions to them in a manner and I teach the language Help other than Arabic, such as English, Persian or Kurdish, especially that Baghdad is witnessing a great momentum of various nationalities, especially in the seasons of visits and religious events and tourist groups from different countries of the world. The study concludes with a number of conclusions and recommendations that the researcher sees as treatments and suggestions for the problems that affect the work of the traffic departments in all the joints of the state.
